Add scraper dashboard UI under Kiwix tab

Browse source 
New /kiwix/scraper page with submit form (URL, title, language,
crawl mode), stats cards, and auto-refreshing jobs table with
cancel/retry actions. Kiwix section now has Library/Scraper subnav.
