Matt c4750c94ba Filter BLM: exclude urban types, keep unknown/resource 
- Exclude ARTERIAL, COLLECTOR, LOCAL, paved, highways
- Keep RESOURCE, UNKNOWN, and empty functional class
- Most BLM data has empty func class, so whitelist was too strict
