fix(ui): Move control cluster up to clear attribution and scale

Browse source 
- Control cluster now at bottom: 80px (was 40px)
- Scale bar at bottom: 24px (above attribution)
- Mobile adjusted to bottom: 70px
- Clear visual separation: buttons > scale > attribution
