v0.7 removed min_severity as a guard; the severity_channels matrix IS the threshold. Empty matrix row = no delivery. Updated tests to use empty matrix rows instead of min_severity. Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
